Abdur-Razaq bin Abtan Al-Dulaimi is a well-known Quran reciter from Iraq, born on May 4, 1976, in Baghdad. He is highly respected for his beautiful recitation and deep mastery of the Quran. He holds official certification in the recitations of Imam Assim and Imam Ibn Kathir, which he received from Sheikh Yassine Taha Al-Azzawi. He was also honored with a certificate of excellence from the great reciter Sheikh Abu Al Ainiin Shuaishia.

From a young age, he devoted himself to studying Quranic performance and vocal Maqamats under leading Iraqi reciters. His talent and dedication allowed him to appear on Iraqi national radio in 1996, where his recitations gained wide recognition. In 2001, he represented Iraq at the International Quran Competition in Malaysia, winning first place in the Arab world and fourth worldwide.

Over his career, he has recorded three complete recitations of the Quran. His style uniquely blends Iraqi, Egyptian, and Turkish melodies while maintaining the essence of traditional Iraqi Maqam. This approach has made his recitations spiritually moving and widely admired.
