Bassel Abdul Rahman Raoui, born in 1953 in Al-Adhamiya, Iraq, is recognized as one of the most distinguished Quran reciters of his generation. Known for his emotional and resonant style of tilawah, his voice carries the traditional Iraqi tone, full of depth, sincerity, and spiritual warmth. This unique style has made him a beloved figure among listeners who appreciate Iraq’s rich recitation heritage.
He comes from a respected scholarly family. His father’s grandfather, Saleh Raoui, served as a judge in Baghdad in 1936, while his mother’s grandfather, Ali Al-Khateeb, was the director of Awqaf in the province of Diyala and the preacher of its Grand Mosque. This lineage of leadership and knowledge shaped his early character and values.
Before entering the world of Quranic recitation, he followed an academic and diplomatic path. He completed his studies in Iraq and graduated from the Faculty of Law and Politics after finishing his elementary, middle, and secondary schooling in his hometown. In 1977, he was appointed as a diplomat at the Foreign Ministry Center, a position he held until his retirement in 1990. Leaving diplomatic work became a major turning point in his life, guiding him toward full dedication to Quranic study.
After retiring, he devoted himself entirely to the Holy Quran. In 1997, he earned his Hafs ‘an Asim certification from Imam Muhammad Ibn Saud University in Riyadh. He continued his pursuit of Islamic knowledge and, in 1998, completed advanced certifications in Sharia, Usul, and Hadith sciences, further strengthening his foundation in Islamic scholarship.
He now lives in Saudi Arabia, where he teaches Quran and leads recitation at Ibrahim Al-Hasini Mosque. His style is admired for its spiritual elegance, precise tajweed, and heartfelt clarity. Through his teaching and recitation, he continues to inspire learners and worshippers around the world.
Beyond his Quranic work, he has also documented his diplomatic experiences. His memoir, “From My Memory – A Reading in the Memoirs of an Iraqi Diplomat,” offers a personal look into his years of service and the path that led him from diplomacy to the world of Quranic recitation.
Bassel Abdul Rahman Raoui is part of a respected circle of Qur’an reciters, such as Mustafa Raad AL Azawi, Abdur-Razaq bin Abtan Al-Dulaimi, Amer Al-Kazemi, Raad Mohammad al Kurdi, Shirazad Taher, Mahmood Ali Al Banna, Abdul Basit ‘Abd us-Samad, Ibrahim Al-Jibreen, and Ali Abdul Salam Al-Youssef, who continue to enrich and preserve the art of tilawah with devotion and mastery.
